As of now, civilians are always treated like rags, humiliated, dehumanized, maimed and even killed for no reason. Even if a civilian has committed any offence, the procedure for arrest, detention, investigation and arraignment is just awful, shameful, unlawful and beyond pardon. Even the judiciary don’t take note of these unlawful acts when such are either deducible or brought to their notice! The level of violence visited on a suspect while under arrest or detention is quite appalling that one wonders whether such batterings, beatings and humiliation form part of the criminal law punishment dealing with such alleged crime. A reasonable judge deducing such unlawful acts by the security operatives should have quickly discharged and acquitted the suspect to act as deterrent against ill-treatment of suspects. I know that the judiciary is outside the control of the internal affairs ministry but if the latter would prevail on branches of its services to treat the civilian population with dignity then one would not even talk about the judiciary that is just moribund on this matter.

If these situations are not taken care of by this reforming committee, then I consider the whole exercise a waste of time. The civilian population must be placed at the forefront of anything these services are doing.
