Local policing is still the best form of policing. There should be federal, state and local government police agencies and these would handily address these security problems.

The fear of those worried about decentralization or fiscal federalism should be addressed. But, clearly, over-centralization is a terrible idea and a grossly inefficient system that not only leads to security issues but prevents fiscal and political accountability.
