Nigeria's current governance model is inefficient and inequitable, reduces accountability and encourages laziness and corruption. Our entire country and people suffer as a result. Following are high-level recommendations:

1. Nigeria adopts fiscal federalism.

2. Each region manages its resources (local governments should also have a decent level of autonomy, self-governance, community policing, etc., in order to promote accountability).

3. Each region starts out paying 70% of regional revenues as tax to the FG in order to maintain status quo and enable widespread national support and adoption of fiscal federalism by the National Assembly.

4. Every 5 years the percentage of regional revenues paid as tax to the FG from exploitation of natural resources decreases by 5%.

5. When percentage of regional revenues paid as tax to the FG from exploitation of natural resources decreases to 30% (40 years from now) the decrease stops and regions can invariably keep 70% of their revenues and pay 30% as tax to the FG in perpetuity.

The above high-level model allows time for states and regions to adjust to fiscal independence, make the idea more adoptable and palatable nationally, etc.
