The Federal Government on Sunday strove to convince residents in some parts of the country about the RUGA settlement project for herdsmen.
The Senior Special Assistant (SSA) to the President on Media and Publicity, Garba Shehu, said the controversial Ruga settlements being initiated by the Federal Government was not meant to serve the interest of the Fulani ethnic group alone.
The Presidency also stated that Ruga was “voluntary”, saying that no state was forced to give up land for the project.
It explained that the project was meant to serve everyone involved in animal husbandry, but more importantly to “stop roaming of cattle herders with the attendant clashes with farmers.”
The statement read in part:
“Ruga Settlement” that seeks to settle migrant pastoral families simply means rural settlement in which animal farmers, not just cattle herders, will be settled in an organized place with provision of necessary and adequate basic amenities such as schools, hospitals, road networks, vet clinics, markets and manufacturing entities that will process and add value to meats and animal products.
Beneficiaries will include all persons in animal husbandry, not only Fulani herders.
The Federal Government is planning this in order to curb open grazing of animals that continue to pose security threats to farmers and herders.
The overall benefit to the nation includes a drastic reduction in conflicts between herders and farmers, a boost in animal protection complete with a value chain that will increase the quality and hygiene of livestock in terms of beef and milk production, increased quality of feeding and access to animal care and private sector participation in commercial pasture production by way of investments.
Other gains are job creation, access to credit facilities, security for pastoral families and curtailment of cattle rustling.
Stripped of the politics and howling that has attended the recent comments, there is no government plan to seize state land, colonize territory or impose Ruga on any part of the federation. Government has made it clear time and again that the programme is voluntary.
So far, twelve states have applied to the Federal Ministry of Agriculture, making lands available for the take-off of the scheme in their states. This number is sufficient for the pilot scheme.
Unfortunately, some state governments that have not signified interest in the scheme and, therefore, are not on the invitation list have been misleading people that the Federal Government is embarking on a scheme to take away their lands.
Mostly, these are state leaders that have no explanation to offer their people for continued non-payment of workers’ salaries. It is true that government at the centre has gazetted lands in all states of the federation but because the idea is not to force this programme on anyone, the government has limited the take-off to the dozen states with valid requests.
We urge states to join the Federal Government at the centre in encouraging all sides to these conflicts to make efforts towards finding a peaceful resolution. As we seek a permanent solution to these unwanted conflicts, efforts must be made to ensure that no innocent person faces any kind of deprivation or loss of right and freedom under our laws.
Federal government & Rugs
The explanation by he government about their intention in Rugs is simply cheap and insulting to the majority of Nigerians of different ethnic nationalities. Perhaps the federal government is short of words to explain that they are lookingfor land for these mobile herdsmen. My suggestion: let the government channel the stollen billions into reclaiming Sambisa forest and resettle their kinsmen there. Thereafter, they can go and invite their other Fulani kinsmen from other Maghreb regions to come and join them. For now, there is no land for rugs in any part of the south of Nigeria
Honestly if I were to be President Buhari, I will honestly drop the idea of RUGA because of the tense situation of killing and destruction of lives and properties going on in the Country.
These horrible killings must be stopped, howelse can this government most especially President Buhari proof to the whole world that he doesn’t have hands in the sponsoring of herdsmen?.

What ever good intentions the government of the day may have for proposing RUGA, it is outrightly illtimed considering the level of killings that is going on in our Country.
Limit this RUGA initiative to the Northern States. The region has 2.5 times the land mass of the Southern part of the country. Discourage these herdsmen from roaming around like a headless chicken. They need focus and direction. Provide them with all the amenities that will enhance their value, first to themselves, and then to the nation. RUGA is a foresighted initiative for the north but terrible for the south, where land is priced and valued at a premium. The entire RUGA value chain is rich with unlocked potential revenue. Cattles don’t need daily exercise. They lose mass and are so skeletal in terms of meat and dairy content. If you’ve ever traveled beyond the shores of Africa to Europe and America, then you will understand that the meat and dairy content of cattle from these herdsmen are lost in the adherence to a centuries-old tradition that has no place in modern societies. PMB please help your Fulani kinsmen modernize their business model but leave the south out of it. At least, let that be your legacy.
