The Federal Government has stated that all recruitment by Ministries, Departments and Agencies must follow due process, the Head of Service of the Federation, Mr. Danladi Kifasi, has said.
A statement on his behalf on Monday in Abuja by the Assistant Director, Media Relations, Mr. Mohammed Manga, said government had “directed all MDAs to adhere strictly to due process as stipulated in Part IV Section 8 of the Public Service Guidelines for Appointments, Promotions and Discipline when conducting any recruitment or promotion exercises into the Federal Public Service.”
According to him, the process provides that all MDAs should forward their declarations to the Establishment and Management Office – now Organisational Design and Development Department in the Office of the HoS, which is responsible for manpower planning and budgeting for onward passage to the Federal Civil Service Commission.
Kifasi said the directive became imperative because of the increase in the number of MDAs that declared vacancies both for fresh appointments and promotion and sending them directly to the FCSC without recourse to available resources in the budget.
He said noted that this had caused serious shortfalls in annual budget provisions for personnel cost, more especially, with regards to meeting promotion and advancement obligations.
The HoS clarified that the directive of government on MDAs to always declare vacancies for both recruitment and promotion into the FCSC through his Office, was necessary “in order to ensure synergy of operations in the service.”
He said that such vacancies declared must also be in conformity with the approved structure, manning level and budgets of all the MDAs.
Shading more light on the restrictions on foreign training and travels for civil servants, Kifasi stated that the current economic downturn had necessitated the need to reduce the cost of governance by restricting such travels to the barest minimum.
